My short neo-con memory does not recall him saying the former, though if you can cite him saying so I would certainly welcome you to post a link. The latter is likely a true statement, but certainly does not indicate that it makes sense to give up the fight. Did Bush say the war in Iraq was unwinnable? Or did he say the war on terror is unwinnable? Those are vastly different.
